Apartment Review for Crigler - Arlington, VA

This house is split into 3 floors (apartments) with seperate entrances. Owner lives in apartment on 3rd floor. 2 bedroom is rented on 2nd floor. My apartment was the basement unit with 1 bedroom. While I mostly liked the apartement, I had quite a lot of problems with the owner that lives on the 3rd floor. Problems: AC cannot be controlled from basement unit. Frequently in 75-82 degree range during the summer. This was uncomfortable for me and a regular source of contention. Heat cannot be controlled from basement unit. Frequently in 60-65 degree range during the winter. This was not a big deal for me most of the time but others might find it very uncomfortable. Hot water heater often set to unacceptable level such that even with no cold water running, shower was uncomfortably cold (as low as 100 degrees). Refrigerator thermostat was also adjusted without being told. Food spoiled. Noise is unacceptable. Every footstep from floor above can be easily heard. Asked repeatedly for a remedy with no relief. Owner required that I cover all floors with rugs or carpeting at my expense. Cost to me - $700. Owner tried to charge for freon. Owner repeatedly openned my mail. Owner charges for laundry. It's only $1.00 for drying and $1.00 for washing but most people in a situation would not charge. It's really not a problem but indicative of owner's thriftyness. Stove was removed from my unit for several months without any compensation. Owner came to my apartment to install a sheet of plastic over my windows to save on energy. Insisted that I was not capable of doing it. Then proceeded to take nearly 2 hours to cover 1 window. Owner will enter appartment without proper notice. Other tenants will attest to similar problems.
